Inspection Report of Lutsk Municipal Enterprise 'Laska'

AZOU Vice President Maryna Surkova conducted an inspection of the municipal enterprise “Laska” in Lutsk, managed by Bohdana Novarchuk, and discovered numerous violations.

The enclosures were in a terrible condition with old boards soaked in feces and a lack of proper disinfection. Food and water bowls were dirty, often empty or containing murky liquid. The chain-link fencing, quarantine windows, and ventilation were all contaminated. Veterinary standards were grossly violated.

Novarchuk organized commercial dog catching in other oblasts without proper quarantine and vaccination, creating the risk of disease spread. There were no individual cards for animals, and documentation was inadequate.

Within one month, the number of dogs decreased from over 200 to 152 individuals without explanation. A case was documented where a sick cat with calicivirus received no help and later died.

On May 12, at a Lutsk City Council session, AZOU announced the expulsion of Novarchuk and her organization from the Association.
