Animal Protection Law 2351 Entered into Force on November 8, 2021

On November 8, 2021, Law No. 2351 aimed at strengthening animal protection from cruelty entered into force.

Key provisions:

  • Population regulation exclusively through biosterilization;
  • Punishment for unjustified euthanasia;
  • Strengthened criminal liability for animal cruelty (administrative from age 16, criminal from age 14);
  • Liability for violations of animal handling rules;
  • Criminalization of violent acts against animals;
  • Legal framework for temporary animal seizure;
  • Additional requirements for farm animals;
  • Creation of local lists of rare species;
  • Punishment for transportation rule violations.

Prohibitions:

  • Euthanasia of stray animals as a population control method and killing of newborn offspring;
  • Commercial photography with wild animals;
  • Begging with animals;
  • Giving animals as prizes;
  • Keeping predators in restaurants and hotels;
  • Foie gras production;
  • Destruction of rare species;
  • Walling up animals;
  • Keeping dogs on short chains;
  • Leaving animals in cars;
  • Using animals as targets;
  • Promoting animal cruelty.
