Owners Tortured a Shepherd Dog to Death

AZOU is providing legal assistance to the NGO “Kovel Animals” in a criminal case under Part 3, Article 299 of the Criminal Code of Ukraine.

The case concerns the death of a German Shepherd named Rocky in the city of Kovel, who hung suspended by his hind legs from a balcony of an apartment building for three days.

AZOU demands criminal liability for Rocky’s owners, who committed animal cruelty as a group with prior agreement. Additionally, the organization is holding police officers accountable — those who responded to a call on October 29, 2023, but failed to fulfill their duties and left the animal unattended, leading to his death.

The organization notes that police have not provided information about the names, ranks, and positions of the officers involved in this negligence.

AZOU states they will not stop their efforts, emphasizing that society has reached a breaking point where such suffering can no longer be tolerated.
